Mr. Horowitz joined Highstar in 2006 and has over 10 years of experience in direct investments, investment banking, finance and government, principally with respect to financial controls and reporting. Mr. Horowitz is responsible for managing fund audits, tax preparation, and general fund reporting for Highstar Capital and the Highstar Funds. He is an ex-officio member of Highstar's Executive Committee.

Prior to joining Highstar, he served as the CFO for New York City Mayor Michael Bloomberg's 2005 re-election campaign and for the NYC Host Committee for the 2004 Republican National Convention. Mr. Horowitz also worked at Geller & Company, Salomon Smith Barney and for the US Department of Justice Antitrust Division.

Mr. Horowitz received a BA in History from the University of Pennsylvania and a JD and an MBA from Columbia University.
